Description

Public realm enhancements are proposed to Pride Hill as part of the Shrewsbury Integrated Transport Package (SITP). These enhancements aim to create a pedestrian friendly town centre environment.

During the scheme public consultation, concerns were raised over the number of vehicles driving and loading on Pride Hill and part of Butcher Row, which are both presently covered by ‘no vehicles’ restriction with exemptions at certain days and times for loading and blue badge holders. The current restrictions are difficult to enforce due to complicated and confusing signs and a lack of parking restrictions. Given the busy shopping environment on Pride Hill and Butcher Row, some of the current loading and vehicle movements made outside of the relaxation period are considered to be unsafe.

Shropshire Council therefore propose to create a pedestrian zone to cover Pride Hill and Butcher Row, to allow the provision of clear and consistent signing and enforcement of the restrictions. This should result in more robust enforcement of vehicles which enter and load on Pride Hill and Butcher Row at times when they are prohibited from doing so. This will improve the environment for pedestrians. The current times of the loading relaxations would be unaffected by these proposals and loading will still be permitted from 4pm through to 10am the following day.

At present a relaxation is provided to allow blue badge holders to access and park on Pride Hill and part of Butcher Row at any time from Sunday to Thursday up to a maximum of 2 hours, and from midnight to 10 am and 4pm to midnight on Friday and Saturday. This relaxation is proposed to be removed in order to improve the safety for all people using Pride Hill. Informal consultation on this issue has been carried out with the Shrewsbury Access Group who have reported that cars driving and parking on Pride Hill and Butcher Row create additional hazards for all people and in particular for people using mobility aids and those with restricted vision. It is felt that the existing disabled access relaxation is not widely used due to the safety implications. Alternative, nearby parking bays for blue badge holders are provided on High Street, Shoplatch, Castle Street and St Mary’s Street and blue badge holders can also park for free in other on-street parking places in the town centre.

PEDESTRIAN ZONE – PRIDE HILL AND BUTCHER ROW, SHREWSBURY

Shropshire Council proposes to introduce a Pedestrian Zone on the following roads in Shrewsbury:

  • The entire length of Pride Hill.
  • Butcher Row - from its junction with Pride Hill for a distance of 40 metres in a south-easterly direction.

The Pedestrian Zone will comprise the following traffic restrictions:

  • Prohibition of all vehicles (this includes cycles) between 10am and 4pm;
  • Outside these times vehicles may enter the Zone to access premises, and to load and unload;

 

THE SHROPSHIRE COUNCIL
(PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2009 (PRIDE HILL AND BUTCHER ROW, SHREWSBURY) (AMENDMENT) ORDER

  • Prohibition of parking at any time. In this case the prohibition also applies to vehicles displaying the disabled persons’ blue badge;

These restrictions will replace any and all existing similar restrictions on these lengths of roads.
